Previous Participation Certifications

HUD requires that Previous Participation Certificates, Form HUD-2530 be filed electronically, using the online Active Partners Performance System (APPS) or using a paper version of the form. HUD requires that 2530 baseline information be submitted to APPS for the Owner, Sponsor, and Management Agent. Below is general information about the certification. Click on the link at the bottom of this page for HUD APPS requirements in the Guide for specific information about electronic filing and specifically, the requirements for a mixed-financed project (i.e., a project including Low Income Housing Tax Credits).

Traditional (projects without mixed financing) Section 202 or Section 811 Projects

Principals of the development team are required to complete a Previous Participation Certification. Principals list and provide information about HUD projects that they have served as principals in the past, to include the role that they have played, the dates of their previous participation and current status of the project.

Principals who must certify include: each board member and officer of the Sponsor, each board member and officer of the Owner corporation, principals of the housing consultant, principals of the management agent and principals of the general contractor. Note, the project architect and project attorney is not required to complete this certification assuming that each is not on the
Sponsor or Owner board of directors.

HUD requires that a Certification be submitted for the Sponsor and for the Owner separately; they are not to be combined. All board members for each organization listed above can be included on one form provided that all persons listed share the same previous experience. If a board member has different experience, then he/she will submit a separate certification.

If new board members join or removed as a named principal board after the initial certification is submitted, then an updated certification must be submitted to HUD.

All names on the submitted certifications for the Sponsor and for the Owner must reflect the names and titles of persons listed in the most current Incumbency Certifications for each organization.

Previous Participation Certifications, on Form HUD-2530, are to be submitted as follows:
• Housing Consultant--within 14 days of the date of the fund reservation letter
• Sponsor--within 90 days of the date of the fund reservation letter
• Owner Corporation--within 90 days of the date of the fund reservation letter
• Management Agent and General Contractor--with the Firm Commitment application
