Pre-Construction Conference

Following the issuance by HUD of the Firm Commitment and prior to the Initial Closing and the start of construction, HUD will schedule a Pre-Construction Conference. Persons from the development team who should attend include: Owner/Sponsor representative, general contractor, architect and housing consultant.

The items to be reviewed will include:

Procedures during construction

Change Order preparation and submission

Preparation of the Initial Requisition to HUD

Section 3 Requirements, Economic Opportunities for Low- and Very Low-Income Persons.
As per the most recent HUD NOFA, "the requirements of Section 3 must be incorporated into your proposed project by ensuring new training, employment and contracting opportunities will be directed to low- and very low-income persons residing within the project area and to the business concerns that employ these persons, to the greatest extent feasible."
